Kim Malcolm, Executive Director

Kim joined CESC as its executive director in May 2008 following more than 20 years at the California Public Utilities Commission where she held positions including Chief of Staff, administrative law judge and Chief Administrative Officer.  Kim has focused her efforts at CESC on improving and expanding CESC's services, building community partnerships and organizational development.  Kim has served on several non-profit boards, including the Multicultural Institute, Foundation for Sustainable Development, Berkeley Food and Housing Project and the Civic Center Childcare Corporation.  Kim has taught graduate level courses in telecommunications regulation and transportation logistics at Golden Gate University in San Francisco, has lead numerous trainings on technical writing and decision-making processes, and mediated regulatory and contract disputes.  Malcolm has a Bachelor of Arts degree in political science from the University of California at Davis and a Master of Public Policy from the Goldman School of Public Policy at University of California at Berkeley.

picture 156 (cesc group)-1.jpg CESC employees have a wide range of skills, experience and knowledge.  We are well-versed in the following areas: construction trades, program management, commercial and residential energy efficiency and auditing, the solar industry, program outreach, public policy and utility programs, and program data base development.

We have training in California Building Performance Contractors Association home audits, Healthy Homes certification, a general contractor’s license and 23 years of cooperative ventures with local governments, businesses and other community-based organizations.

In addition to our vast experience and skills, we have employees who speak Spanish, Mandarin, Cantonese and Malay. Most importantly, we have a lot of enthusiasm for our work and a huge commitment to our community and the environment.
