CECO Inspections

CECO applies to all nonresidential buildings or portions of buildings that are not currently affected by the City's Residential Energy Conservation Ordinance (RECO). In mixed residential/commercial use buildings, the residential portion would be subject to RECO and the commercial portion would be subject to CECO.

For energy ordinance compliance in the City of Berkeley only.
To learn more, see the City of Berkeley website.

You are affected by CECO if one of the following events is about to happen:
  1. You are selling commercial property. Before you can transfer title you must install conservation measures OR you may transfer compliance responsibility to the buyer. - OR -
  2. You are going to add to or renovate your commercial property. The building permit applicant is required to install conservation measures to the entire building if the renovation or addition increases the conditioned area of the building by more than 10%, or if the value of the renovation exceeds $50,000.
Please note that CECO applies to the entire building, not just the portion being sold or renovated.

CESC does not administer the CECO program, rather we are an independent authorized auditor and source of information.

For more in-depth information, see our forms and documents page. If you have questions after reviewing the documents, or wish to schedule an inspection, please call Crystal Novak at (510) 981-7762.
