Residential Energy Conservation Ordinance

Contact CESC to schedule a RECO audit for property sales and transfers in the City of Berkeley.  When you sell a property or improve it in the City of Berkeley, you must install or have installed certain energy efficiency measures and pass an inspection.  CESC conducts those inspections, and we'll do it quickly and at low cost.

For energy ordinance compliance in the City of Berkeley only.
To learn more, see the City of Berkeley website.

You need to comply with RECO when your property has not previously passed a RECO inspection and you:

  1. plan to sell a residential property -or-
  2. submit plans for renovations of more than $50,000

To check whether your property has previously undergone a RECO inspection, contact the City of Berkeley Building and Safety Division at (510) 981-7440. The staff can tell you what RECO measures, if any, still need to be completed on your building.

Prior to scheduling an inspection, please carefully read The RECO Compliance Guide and make sure the property meets all required criteria.

Links to the Guide, Steps to Compliance, Ordinance, and various forms are provided below for your convenience.

If you have questions after reviewing the documents, or wish to schedule an inspection, please call (510) 981-7762.

CESC does not administer the RECO Program, rather we are an independent authorized inspector and source of information.

PLEASE NOTE that the applicant will be charged $50.00 if they do not show at the appointed time or within 15 minutes of the appointed time. An applicant may reschedule or cancel an appointment without charge if they call at least one working day before the appointment.

For more in-depth information, see our forms and documents page. If you have questions after reviewing the documents, or wish to schedule an inspection, please call (510) 981-7762.
